Caldwell County Schools (CCS) implemented energy conservation measures throughout the school system in order to reduce the
energy usage and costs. CCS chose to pursue a guaranteed energy savings performance contract as a vehicle to utilize their limited
budget more effectively. CCS enlisted Sud Associates’ help in developing and administering the project. Below are highlights of the
project and services provided.

Performance Contracting

Proposal Assessment

  • Negotiations, Contract Development, and Execution
  • Final project scope included lighting retrofits, including T-8 lamps and electronic ballasts, and conversion of electric domestic
    hot water heaters to gas-fired boilers.
  • Price negotiations of domestic hot water boilers reduced CCS’s costs by $45,000.
  • All contracts, forms and required paperwork were coordinated with SRS, CCS’s administration, and attorney and forwarded to
    the North Carolina Local Government Commission for approval.

Construction Period Services
  • Owner’s Representative to help safeguard the school system’s interests, including processing and review of all project
    correspondence, review and processing of load/energy calculations, design drawings and specifications, pay requests, close-
    out documents, etc
  • Performance of before/after readings of power and lighting level measurements for selected circuits allowed CCS to reduce the
    monitoring and verification costs for modifications with a constant power draw by $15,000 annually over 8 years bring the final
    project cost down to $884,440.
  • Review of the drawings for the gas-fired domestic hot water boilers revealed piping and control discrepancies and lack of freeze
    protection for the outdoor boilers.
  • Regular meetings and inspections to monitor project progress and verify that construction was generally in accordance with
    scope requirements.
  • Regular inspections identified an unacceptable reduction in lighting levels at West Caldwell High School.  After much
    discussion, SRS replaced all low-energy T-8 lamps and electronic ballasts with standard T-8 lamps and electronic ballasts
    which raised the lighting levels.
