Institutional Conservation Program
Technical Assistance Energy Audits
and
Energy Conservation Measures
The ICP was a federal program administered at the state level by the Energy Division of the North Carolina
Department of Commerce that provided institutions in North Carolina with matching grants to perform
comprehensive energy studies and implement energy conservation measures. Since the program started, Sud
Associates, P.A. completed 585+ studies and 160+ ECM designs completed.   In this competitive program,
successful institutions received 50% to 75% matching grants to perform engineering studies and to install energy
conservation measures.  Over $36.5 million was given out in North Carolina.

Sud Associates offered a complete scope of ICP services:  conducting Technical Assistance (TA) studies,
performing ECM design work, and providing TA and ECM grant application assistance.  The TA studies included
thermal modeling and computer simulations of the facilities.  Through 17 cycles of the ICP, we completed 585 TA
studies and 163 ECM designs on various institutional buildings (colleges, universities, hospitals, schools, etc.) for
which our clients were very successful in obtaining federal funds.
