Energy Conservation Measures, Wilmington Housing Authority, Wilmington, NC. This $1.8 M Energy
Performance Contract provided design services for implementation of energy and water conservation measures.
Performed the site work, drafting and design of plumbing upgrades for a performance contract for 1,500 units.
Engineering design services and construction period inspections of implementation of energy and water
conservation measures through a guaranteed energy savings contract including lighting retrofits, low‑flow toilets
and showerheads with aerators, pipe insulation, and repair of water leaks throughout the developments, a new
boiler with controls in a high-rise development, and programmable thermostats in two other developments.
Energy and Water Conservation Audits, Charlotte Housing Authority, Charlotte, NC. Facility condition
surveys for development of a guaranteed energy savings contract along with energy and water conservation
audits of 26 developments totaling over 3,500 units.
Proposal Evaluation, Philadelphia Housing Authority, Philadelphia, PA. Evaluation of proposals submitted by
various performance contracting vendors to assist PHA in the selection of a vendor to perform the work. Project
included performance contracting proposal evaluation, development of utility allowances for rehabilitated
scattered site housing, development of utility allowances for Section 8 Housing, development of gas utility
allowances and development of utility allowance spreadsheets for easy updating of utility allowances.
Durham Housing Authority, Durham, NC. Performance of energy and water conservation audits for 15
developments containing over 2,100 units. Project included development of a database program using the three-
year rolling base consumption methodology which allows the Housing Authority to update its conventional housing
utility allowances on an annual basis. Development of utility allowances for the newly constructed Laurel Oaks
housing development using the engineering based energy simulation methodology. Sud Associates performed a
benefit/cost analysis (in accordance with 24 CFR 965.404, 1993 edition) to determine whether a change from
master-metering to individual metering would be cost effective for the Fayetteville Street development.
Sacramento Housing Authority, Sacramento, CA. Sud Associates reviewed existing utility allowances and
development of utility allowances for over 3,000 units using statistical methods.
Winston-Salem Housing Authority, Winston-Salem, NC. Sud Associates provided life-cycle cost comparisons
of 5 different alternatives for air conditioning Azalea Terrace, a 100 unit elderly housing building that was part of
the Kimberly Park HOPE VI redevelopment.
The Community Builders – Spring Garden Housing Development , Philadelphia, PA. Developed new utility
allowances for a rehabilitated scattered sites housing development using an engineering based simulation
method. Provided utility allowances in a spreadsheet format customized for local utility rate schedules to allow
easy updating of utility allowances upon changes in utility rates.
